Topic:  Illinois Title Insurance Act Amendments

Presentation Overview: Illinois Senate Bill 1317 seeks to amend the Illinois Title Insurance Act to create a structured rate environment, provide for agent licensing, and codify certain prohibited market conduct activities. Attorneys who act as title agents in real estate transactions need to be aware of these changes if this Bill becomes law. Two members of the Illinois Land Title Association’s ad hoc committee who helped draft the Bill will discuss how we got here and where we may be going.

Speakers Biographies:

Patricia Weinstein 

 Pat Weinstein joined First American Title Insurance Company in March 2013 as Vice President and Illinois State Manager for Direct Operations. Prior to joining First American, Pat practiced real estate law and owned Odyssey Title, a full-service title agency for eight years. Before opening her law office, she worked at Chicago Title advancing from Attorney Examiner to Area Manager for 20 years in Chicago Metro. Her current and prior responsibilities include managing residential and commercial title, escrow, new construction, underwriting, sales, production and plant operations. Pat was designated as a Woman in Leadership with First American in 2016 and is a member of the Illinois State Bar Association and Kane County Bar Association.


Frank Pellegrini is one of the most highly respected real estate, contract law and estate planning attorneys in the Chicago area. In addition to being a partner in Pellegrini & Cristiano, Frank is CEO of Prairie Title, one of the leading title agencies in Illinois. Both firms are based in Oak Park, Illinois.

Conducting an active law practice while running a title company gives Frank a view from all sides of the real estate transaction. This perspective includes contractual issues, real estate brokerage issues, and disclosure and mortgage lending concerns. The dovetailing of a hands-on law practice with this title and escrow operations serves to enhance the breadth of experience he brings to the service of clients of both the law firm and the title company.

Frank has been practicing law in Illinois since graduating from the DePaul College of Law in 1976, and in the title insurance business since 1978. He is past President of both the American Land Title Association and The Illinois Land Title Association.
