    This program examines the sweeping impact of Tyler v. Hennepin County on Illinois tax sale and tax deed practice, including how the Supreme Court’s takings analysis has disrupted long-standing enforcement procedures. It also analyzes the implementation failures of the Tyler Technologies tax system in Cook County and their consequences for tax collection, distribution, and real estate transactions. Attendees will gain practical insight into the evolving risks, delays, and uncertainties affecting tax buyers, municipalities, and property owners.

    Nora Devine, Esq. is the owner and principal attorney of The Devine Law Group, LLC, a Chicago-based law firm specializing in Illinois property tax law. She has practiced property tax law in private practice since 2005, representing residential, commercial, and industrial property owners across all Illinois jurisdictions and property classes. Nora has served in leadership roles with the ISBA’s Section Council on State and Local Taxation and the CBA’s Real Estate Tax Committee, and she is active in numerous professional organizations focused on real estate taxation and valuation. Nora is a member of IRELA’s Programs Committee and has presented many times to IRELA members on topics such as property tax appeals, prorations, tax policy, case updates, and ethics. She is an instructor and course developer for the Illinois Property Assessment Institute. Nora earned her J.D. from Loyola University Chicago School of Law.


    Lynnette Lockwitz, Esq. is the managing partner at Reiter Law Offices, Ltd., a Chicago law firm concentrating in real estate tax law, litigation, and transactional matters throughout the State of Illinois. She has focused her practice on real estate tax lien and tax deed litigation — representing individuals, corporate entities, municipalities, financial institutions, buyers, sellers, developers, and investors.

Financial Hardship Policy: The Board of the Illinois Real Estate Lawyers Association works provide high quality professional education at an affordable price for its members. The Board realizes that financial hardship may occur, affecting a member’s ability to renew their membership or attend meetings at full price.  In such instances, a member may contact the Board, in writing, with a request for reduced membership dues or meeting rates for a specific period of time. The letter should contain a brief explanation of the hardship. The Board or designated committee will act on the member’s request at its next regular meeting.
