Nora Devine has been a property tax attorney since 2005.  She has developed a state-wide practice in Illinois and represents all property classes in all jurisdictions.  She is active in local bar associations, national property tax groups, and international assessment administration groups.  She has served as past chair of the ISBA’s Section Council on State and Local Taxation, and past chair of the Chicago Bar Association’s Real Estate Tax Committee.  She has given presentations on several topics, including omitted assessments (back taxes), the unlicensed practice of law, specific objections, the Illinois tax appeal process, commercial appraisals, big box assessments, limited scope representation in property tax, ethics, and diversity/inclusion in the property tax and appraisal professions.

Nora is an instructor for the Illinois Property Assessment Institute (IPAI).  She has been teaching classes since 2011 and has been developing courses since 2015.  Nora earned a JD from Loyola University Chicago School of Law in 2005 and was admitted to the Illinois Bar the same year. She has a CIAO designation from the Illinois Property Assessment Institute (2015) and is a licensed real estate broker in the State of Illinois (License 471018384 exp. 4/30/19).


Warren Dixon, III earned his Real Estate Appraisal license in 1997 and his Real Brokers license the following year in 1998. He has been a managing partner of Dixon Appraisal since 1997. Most recently he was employed as the chief commercial deputy assessor for Lockport Township and has also worked for both Aurora Township (2007-2009) and Lisle Township (2000-2002) as a deputy commercial and residential assessor. He is a past Member of the DuPage County Board of Review (2001-2012). He holds an active Certified Illinois Assessing Officer (CIAO) designation since 2000. He is a member of the International Association of Assessing Officers (IAAO) and is the current Vice President of the DuPage County Assessor's Association.

Warren is a graduate of Marmion Military Academy and attended both College of DuPage and Benedictine University. Dixon is a former Director and Head Coach of the Naperville Youth Football League, and coached both Wheatland Little League and Naperville Little League Baseball. He served four years as the Director of Aurora Catholic Special Religious Education Program at St. Mary’s Catholic Church and is a current parishioner at St. Thomas the Apostle in Naperville, IL. He is also on the Board of Directors for Naperville Responds for our Veterans.

He and his wife, Nicole, have been residents of the Naperville/Aurora area all their lives. They have three boys, Justin, Logan and Luke.

Warren began his position as the Assessor at the Naperville Township Assessor Office in 2014.
